Acceptable Use Policy
What may and may not be sold or done on Tocler, how it is checked, and what happens when the rules are broken.
What changed — applies from 3 November 2026
The full list of forbidden goods (stolen, carded, hacked or cracked accounts, combo lists, logs, stealers, RATs, checkers, methods, bypass tools, pirated software) and immediate termination with a balance freeze.
Tocler exists to help honest sellers sell legitimate digital goods safely. This policy applies to every account, store, product, message and team member and is part of the Terms of Service.
You may sell
Digital goods you are legally allowed to sell and can show the lawful origin of: game keys where the publisher permits resale, gift cards and vouchers from authorised sources, software licences you are entitled to resell, prepaid and top-up codes, and similar products — with accurate descriptions (platform, region, edition, restrictions, age rating).
Strictly forbidden
- Stolen or fraudulent goods: stolen, fraudulently obtained, charged-back or "carded" keys, codes, gift cards or accounts; anything bought with stolen payment data.
- Hacked or cracked accounts and access: hacked, cracked, "pulled" or shared accounts of any service; combo lists, credential lists, "logs" from info-stealers, cookies or session tokens, "fullz" or any personal or payment data of other people.
- Malware and abuse tools: malware, stealers, RATs, ransomware, botnets, crypters, exploit kits, account checkers, brute-forcers, spam or phishing kits, DDoS services, and "methods", tutorials or tools to commit fraud, bypass payment, licence or security checks ("bypass").
- Infringing goods: cracked or pirated software, games or media, counterfeit or unauthorised licences, keys generated without the publisher's permission, unauthorised streams, and anything else that infringes copyright, trademarks or other rights (see the DMCA & Copyright Policy).
- Illegal or high-risk goods: anything illegal where you or your buyers are; drugs, weapons, adult sexual content, gambling or betting, financial products, investment schemes, money transfer or currency exchange, and anything promoting violence, hate or harm.
- Misleading products: wrong region or platform, fake discounts, "mystery" items with undisclosed odds, or descriptions designed to confuse; age-restricted goods without the age gate.
Also forbidden
- Using Tocler to defraud anyone, launder money, evade sanctions, or receive or move money for others.
- Spam; emailing customers who did not agree to marketing.
- Attacking or interfering with the platform: scanning, scraping, load testing, bypassing limits, CAPTCHAs or security controls, or accessing data that is not yours.
- Impersonating Tocler, a payment provider, another brand or another store.
- Creating accounts to avoid limits, bans, fees or reviews.
How we check
Products are checked automatically when they are created or edited (prohibited words and risk signals), sales patterns are monitored, and Tocler reviews products and stores by hand. A product may be held and not shown publicly until it is reviewed. Reports from buyers, rights holders and the public are reviewed (see "Report abuse / DMCA" in every store).
Enforcement
Depending on the seriousness Tocler may: ask you to fix a listing; hold or block a product; switch off payment methods; pause a store; hold any balance Tocler holds while investigating; refund buyers from that balance; or close the account. Selling the goods in "Strictly forbidden" leads to immediate termination of the account and all its stores and a freeze of any balance Tocler holds, and Tocler may report the activity and share relevant information with payment providers and the authorities where the law requires or allows. Where it is safe and lawful we explain the reason and give you a chance to respond.
Reporting
Report a store or product with the "Report abuse / DMCA" link in the store or at support@tocler.com.
